I think the better question is:
Is there any way to send a script to any Hollywood studio while being not American or living outside America?
I'm not sure that way exists...
There is no better question...
Regardless of where you live, no producer, director, or studio will accept an unsolicited piece of work. It will either get thrown out or sent back to you. No one's trying to be a dick, there are just legal issues in doing so. So unless you go through an agency or know someone personally, sorry.

Well, that's in the US. Here in Spain studios have specific departments to receive unpublished works from amateur writers. It's an easy way to get cheap scripts and discover new writers. And the same goes for publishing companies.
You just have to have all the copyright things done before you send it. Which, at least here, is quite easy.
I never understood why Hollywood studios act different; they are loosing tons of opportunities in discovering new talented people from the whole world.

Yeah, first it's a referral industry (huge obstacle); then it has to blow somebody away; then 'Will it make money? Who will go see it? How can we market it?'; and then it has to make it through development. (Mainly, a name has to wanna star in it, be available and affordable, and the director's gotta be right and the budget has to be right.)

Here that risk still exists, and studios ignore most of the material they receive. But still they keep a department to read and rate that huge amount of amateur scripts people send every year, and sometimes they find some with potential and start the whole movie making project.
The point is easy; nearly no one born being inside the industry so they just keeps some doors open to get in. Also they have a way to sometimes obtain interesting scripts very cheap, because amateur writers who want to become professional don't go for the money with their first script, they just want to get inside the industry.
Also here is extremely rare to have an agent (or to be in a agency) until you have published some works. Agents are for people who are already professional writers, not for the ones who want to be professional writers (too expensive).
I'm not talking about sending your script and having a 200 Million $ movie directed by Spielberg and starred by Bruce Willis and Angelina Jolie but... I'm pretty sure they could found scripts better than "Dinocroc vs Supergator" (even with the same premise) or better ideas than Baby Geniuses 2 (or 1).
