    Step 1

Settings > Edit Avatar > Check "Use Custom Avatar" option > Option 1 - Enter the URL to the Image on Another Website <or> Option 2 - Upload Image From Your Computer > Click "Save Changes" button.

(Your avatar must be smaller than 125 by 125 pixels/97.7 KB)

    Step 2

Settings > General Settings > (scroll down) Thread Display Options > Check "Show Avatars" option > Click "Save Changes" button.

Maybe. Or an incorrect URL was entered (in case you chose Option 1). Either option 1 or 2, the image must show up in "Settings > Edit Avatar > Your Current Avatar" box if it was successfully uploaded.

If it's just a regular pic like a jpeg or a png, it should automatically be resized to fit within the minimum file and picture size. Right? If it's an animated gif, that's a whole different story.
