He was a part of Blackout. So naturally Scorpinok takes on part of the disguise. :V

Didn't Scorponok escape into the sand after being blasted by the sabot rounds in the desert @ Qatar?

You are correct sir. He's made up of the fuel tank housing on the rear of the fuselage, hence the sign because the line in for fuel went with Skorp.

yea, that's what I thought. If they can morph into the physical form then why wouldn't they be able to power and replicate the sounds and performance of the actual vehicle?

Now I'm going to have to watch the begining of the movie again (which will mean watching the whole thing cause it be criminal to stop it once started) to see where on blackout that is. I hope it shows it.
