Have you ever heard the directors commentary track on the TF DVD? Bay mentions it that Leonard Nemoy married his aunt.

Speaking on practical terms for a moment, using Welker for the Fallen MIGHT also work for Michael in terms of the movie's budget. If the rumours are true, he's already having John Turturro voice Jetfire; why not go the extra mile and allow Welker to tackle Soundwave/The Fallen simultaneously?
