Based on what little I know of Pain and Gain (which seemed to be where it was leaning towards), if it's kept small scale, Michael Bay could pull it off pretty quickly. Spielberg made Munich the same year of War of the Worlds after all and frankly it was a much better movie than War of the Worlds. Someone who seemingly runs as tight a ship as MB shouldn't have a problem with it.

Even filmmakers with no budget and no resources can crank out a movie in the span of a month or two.

Yeah but with TF2 on the front-burner Mike doesn't have the time to go out and shoot it.
