That's interesting i read the article u provided it doesn't say much about what he will b actually doing he might take on a different character's voice it doesn't really mean the fallen is returning and to be honest i hope the fallen doesn't return optimus fully destroyed him we need fresh new villain's not the constant same one's returning for every new film.

He could always voice the Fallen again in a flashback scene. Maybe they'll show more history of Cybertron. Doubt it.
I sure hope they don't resurrect the Fallen.

Absolutely not The fallen again only as a soul ) maybe but Unicron must be on the way TF3 or TF4 ?

Tony Todd is a diverse and talented guy, if not flashbacks he could easily voice other characters, and I'd totally welcome it.
Don't forget that Tony Todd can act in front of the camera as well as behind it. He was one of the mercenaries in Michael's THE ROCK, so he could be taking on a live-action role in TF3 instead of only providing voice work.
